Position purpose
A consortium of Local Non-Governmental Organizations (NGOs) seeks an experienced Deputy Chief of Party for the anticipated Promoting Constitutionalism Activity. The activity aims to foster a culture of rule of law and respect for and implementation of the Constitution and the rights therein. This is anticipated to be a five-year activity.
This position is contingent upon award.
Key responsibilities
The Deputy Chief of Party (DCOP) will oversee program implementation, operations and logistics for all components of the program including rapid roll-out; supervision of day-to-day implementation of activities; and working with the Chief of Party (COP) to manage project staff, subgrantees, and consultants; S/he will serve as the project’s senior technical expert for civil society capacity development, working directly with consortium members, subgrantees, and other stakeholders to realize the project’s objectives in this area; S/he will work closely with the MERL Manager to ensure that all project deliverables are met and delivered in a timely and efficient manner; In coordination with the COP, s/he will serve as a NGO liaison to Donor and partners in the field, including government officials and community leaders, particularly on administrative and logistical matters; S/he will lead partnership coordination, including coordinating with project consortium members, Donor, and other relevant stakeholders in all aspects of project planning, implementation, monitoring and reporting; S/he will support the COP in carrying out highly adaptive and politically-smart program interventions that are based on continuous learning and feedback from key project stakeholders.
Basic requirements
Master’s Degree from an accredited university in social sciences, political science, international development, or another relevant field; At least ten years of experience in international development; At least five years of experience as a DCOP or in a comparable managerial position on international donor projects; Demonstrable experience in building the capacity of civil society organizations to be more effective and transparent; Strong knowledge of the political, social, and economic context of Zimbabwe; Experience working on teams for USAID contracts and/or cooperative agreements; Knowledge of USAID rules, regulations and policies; Track record of effectively managing a diverse team of employees and partners; Demonstrated ability to work in complex environments and work with and between different stakeholders; Demonstrated ability to implement highly adaptive and contextually aware program interventions; Demonstrated skills in problem solving and consensus building; Fluency in English and at least one other local language; Ability to travel within Zimbabwe internationally when health and safety concerns regarding COVID-19 diminish.
Preferred qualifications
Experience with gender equality and social inclusion (GESI) and youth-focused interventions; Zimbabwean nationals are encouraged to apply.
