The Public Service Commission is inviting applications to fill the vacant posts of 1 x Chief Director, Human Capital Planning and Skills Development in the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development as detailed below:

Preamble
For our nation to attain the vision of a middle-income economy by 2030 there is need for a holistic skills development plan aimed at empowering our workforce with the necessary skills and knowledge to attain that goal. Our country’s greatest asset is its people who are renowned for their hard work and unquenchable zeal for education. An organised system of skills development will enable Zimbabweans to have the opportunity to master new skills and contribute their full talent to the economy. Hence our business will become economically competitive leading to prosperous society for families and communities.
Human Capital Development and Innovation creates a knowledge driven economy for sustained growth, industrialisation and modernisation of Zimbabwe. To achieve the objective, Government will fully re-configure the Higher and Tertiary Education System from the tripartite education system of Teaching, Research and Community-service (Education 3.0) which produces only literate job seeking graduates, to Education 5.0 that includes Innovation and Industrialisation which produces entrepreneurs, quality goods and services. Central to Education 5.0 will be an active review of courses being offered by our tertiary institutions and with a view to standardising qualifications and abolishing ‘irrelevant’ programmes that are ostensibly creating ‘idle’ graduates who do not have innovative skills.
With the same endeavour of a specialised workforce, strong educational programmes supported by modern infrastructure will be developed. Government will also introduce tailored, innovative, transformative and industry needs responsive curriculum. During the NDS1 period, Government’s vision on Education 5.0 will be to equip graduates with skills that empower them to become innovative towards societal development through transformative science and technology knowledge application that delivers goods and services. Innovation will bridge the gap between knowledge produced in lecture rooms, laboratory and industry production.
A National Critical Skills Audit, conducted in 2018 to assess country’s skills deficits and surpluses, confirmed the existence of large gaps between the supply and demand for skills in several key sectors, with an overall deficit of 68% in the production of qualified specialists and technicians, especially in the Natural & Applied Sciences, Engineering & Technology, Medical & Health Sciences and Agriculture.
Therefore, human capital planning and skills development is an indispensable aspect in the industrialisation and modernisation agenda of the country. For the country to achieve a high level of economic growth and address social challenges of poverty, unemployment and inequality, there is need to invest in relevant education and training and skills development.
To realise the foregoing initiatives and cognizant of the importance of human capital planning and skills development to the economy and the transformation of the higher and tertiary education system in terms of programmes offered and the content of the curricula, the Public Service Commission is inviting applications for the post of Chief Director Human Capital Planning and Skills Development in the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development. This is a Senior Management strategic post within the Public Service that will provide leadership, management and coordination as well as spearhead human capital and skills development policy planning and development, implementation, evaluation, programme development through optimizing research in an inclusive and integrated manner.
The post of Chief Director Human Capital Planning and Skills Development reports to the Permanent Secretary and will manage the following functional areas at Ministerial level : –
- Coordination of human capital policy planning and skills development in Tertiary Institutions.
- Curriculum research, design, implementation and evaluation.
- Corporate governance in Tertiary Institutions.
- National Skills audit.
- Communication, advocacy and engagement.
- Infrastructure development and management.
DUTIES AND RESPONSIBILITIES
- Spearhead the coordinated formulation, implementation, evaluation and review of inclusive policies, strategies, guidelines and regulations on national Skills Development in line with the Ministry’s strategic plan and national development goals, policies, programmes and priorities and make recommendations to the Permanent Secretary.
- Spearhead the conduct of regular national Skills Audits and reviews in order to identify critical skills needed for the country’s development agenda through creation of linkages with industry.
- Develop policies that would lead to the increased development of specific skills to address critical skills shortages within the economy.
- Institute the carrying out of comparative studies to identify areas with shortages of the critical skills and craft policy interventions for informed skills development in the country’s higher and tertiary education subsector.
- Coordinate the country’s universities and tertiary education institutions for the production of graduates with critical skills that are relevant to economic development.
- Drive the forecasting and qualitative quantification of future skills needs of the country and come up with programmes to develop those skills in order to address the country’s development agenda.
- Superintend over the provision of a focused programmatic approach to identifying skills, gaps, redundancies, shortages and emerging technological trends and recommend on the critical skills required to refocus higher and tertiary education training, research and planning.
- Advise the National Manpower Advisory Council (NAMACO) on the development of required skills mix to champion the development agenda.
- Facilitate and engage the Zimbabwe Manpower Development Fund (ZIMDEF) for funding of human capital and skills development in Tertiary Institutions.
- Identify critical skills shortage areas that can benefit from scholarships from abroad and local;
- Liaise with scholarship providing partners for the country to benefit in critical skills shortage areas.
- Implement Higher and Tertiary Education Programmes that lead to industrialization and modernization and implement the Heritage based philosophy in the context of Education 5.0 model.
- Maintain linkages with industry and Development partners to create Public Private Partnerships for the benefit of Tertiary Institutions.
- Manage the Department’s human and financial resources.
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
- At least a Master’s Degree in Human Resources Management or any other Social Science degree with a strong bias in human capital development and management.
- A Relevant PhD Degree would be an added advantage.
- Should have at least 10 years of relevant experience, four (4) years of which must be at Director Level or equivalent grade in a human capital and skills development and management environment.
- Sound knowledge of current national development programmespolicies and imperatives.
- Thorough understanding of the Ministry’s strategic thrust on human capital and skills development and management.
- Possession of an in-depth knowledge of the tertiary education sector will be an added advantage.
- Possess research, technical and analytical skills.
- Should have good communication skills.
- Be prepared to travel widely within and outside the country.
- Should show ability to work under pressure with limited supervision.
- Should have the ability to build trust and teamwork.
- Ability to employ information communication technology in human capital planning and skills development.
- Strategic thinker.
