Position Summary
A locally registered Not for Profit Faith Based Organization ZACH intends and seeks a qualified candidate for the position of Technical Director, to support an anticipated five-year USAID-funded to implement. Integrated HIV Care and Treatment Support Activity program in Manicaland and Midland Provinces complimenting the Ministry of Health and Child Care. The Technical Director will be responsible for technical leadership of the program to ensure quality, timeliness, and efficiency of all project technical activities. The Technical Director will manage the design and implementation of key components of the program description and ensure adherence to global standards of excellence in HIV/AIDS service delivery and programming. s/he will be responsible for management of the technical elements of the project, including leading technical teams, work planning, and reporting. The Technical Director will be a liaison between the project and the MOHCC technical officers at all levels of the healthcare system.
Job Description
Plan, coordinate, and organize technical assistance assignments: identify and negotiate with consultants for technical assistance assignments, conduct briefings, develop and review scopes of work, and liaise with district and provincial health authorities; Provide technical inputs into project activities, including activity design, work planning, implementation, monitoring, and evaluation in coordination with the Chief of Party; Ensure that program activities reflect best practices, including PEPFAR, UNAIDS, and World Health Organization (WHO) guidelines; Provide technical quality assurance through training, mentorship, technical support, and capacity building; Develop and maintain strong relationships with host country government, local organizations, and private sector stakeholders; Ensure that the Organization provides project stakeholders; conduct regular monitoring and mentoring visits to local partners; Represent the organization at conferences, working groups, and meetings to support the organizations thought leadership in HIV/AIDS programming in the country; Perform other duties as assigned.
Qualifications
At a minimum, the Technical Director must have the following qualifications: A medical degree with additional postgraduate qualifications in Public Health or related subjects; A minimum of seven years of progressively responsible, professional-level experience managing public health programs with emphasis on HIV/AIDS, including clinical skills and experience; Strong understanding of PEPFAR technical guidance and reporting requirements, including MER and custom indicators; Demonstrated experience working in Zimbabwe and/ or other developing country context on HIV-related activities; Demonstrated knowledge and understanding of the Zimbabwe health care system; and Understanding of, and sensitivity to, the major issues affecting HIV/AIDS in all geographical regions of Zimbabwe, with in-depth knowledge of the implementation of HIV/AIDS programs in Zimbabwe.

NOTE: The position requires individuals with the following Knowledge, skills & abilities. Demonstrated experience in working with commercial and non-governmental organizations to yield results toward common goals; Demonstrated capacity to build and maintain productive working relationships with government officials, civil society partners, donors, and donor-funded implementers; Familiarity with U.S. Government-funded programming, rules, and regulations such as FAR, AIDAR, and grants; Demonstrated knowledge of USAID policies, procedures and approaches related to program design/implementation, budgeting, monitoring and evaluation; Demonstrated excellent interpersonal skills and ability to motivate staff to be accountable for project outcomes; Demonstrated organizational skills and strong track record in meeting deliverables and deadlines and ability to provide oversight of financial and operational aspects of projects; and Experience interacting with government agencies, host‐country government partners and counterparts, and international donor agencies; Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, donors, and donor-funded implementers; Demonstrated ability to communicate effectively orally and in writing; Note individuals are subject to police clearance.
