Introduction
The National Democratic Institute (NDI) seeks a Program Director to oversee the elections programs in Zimbabwe. The Program Director will report to NDI’s Country Director. Based in Harare, Zimbabwe, with frequent in-country travel, the Program Director will assume responsibilities related to the design, implementation, and evaluation of the Institute’s program activities geared toward supporting the work of citizen election observer groups and networks in Zimbabwe.
This is a full-time position that is subject to donor approval.
Responsibilities
Contribute to the design and oversee implementation of NDI’s elections programming, including the observation of the anticipated legislative elections by a nation-wide coalition of citizen observer groups and complementary observation activities on violence against women in elections and the inclusion of marginalized groups; In coordination with the NDI staff, manage relationships with civil society groups as they form a nation-wide coalition. Provide guidance and share international best practices related to coalition formation and operations; Remain apprised of electoral reform efforts and outcomes in the lead-up to the legislative elections and advise on how implementation of NDI’s elections programming should adapt to the evolving legal framework; In coordination with the Country Director, develop and maintain collaborative relationships with intergovernmental organizations, international and national NGOs and democratic development agencies working to promote electoral integrity in Zimbabwe, including on the implementation of complementary programming; Assist civil society partners to develop communications and outreach strategies with critical Zimbabwean electoral stakeholders; Administer and oversee the program budget for elections activities; Measure progress against programmatic benchmarks for the inclusion of women and other marginalized groups in elections programming and advise on needed adjustments to programming to better achieve goals of inclusivity as-needed; Supervise, guide and mentor local program staff working on the above-mentioned initiatives; Identify and assist to fill program staffing needs (i.e., help identify potential applicants for positions as well as short-term international and regional experts or advisors); Manage the development, review and timely submission of program-related materials, including regular reports that measure and evaluate program results; Ensure programmatic goals are achieved and operations and reporting requirements are adhered to; and Work closely and consult regularly with Washington-based staff on program progress, including reporting on political/electoral developments in Zimbabwe that may affect program outcomes.
Qualifications
Undergraduate degree in a field of study related to international development; in political science, international relations, public policy, law, or a related field; Minimum of fourteen (14) years of relevant work experience, with a minimum of ten (10) years of experience working on electoral and political processes. Specific experience with Sub-Saharan African elections and politics strongly preferred; Ability to work in a challenging political environment; Experience in results-oriented program design, strategic planning, and program evaluation; Demonstrated ability to work effectively with senior political leaders, as well as members of the donor and diplomatic community; Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy-makers; Experience in implementing USAID-funded international development programs strongly preferred; Proven capacity to meet program goals while managing financial, administrative, and security responsibilities; Sound political analysis skills, and extensive experience in working on political issues; Excellent oral and written communications skills to effectively present information in a clear and persuasive manner in English; Highly developed knowledge of statistical methods used for systematic electoral observation and related activities; Exceptional analytical skills for interpreting complex program and political issues; Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders; Working knowledge of gender and inclusion-responsive election observation methodologies; and willingness to travel to regional locations that may be remote and difficult to reach, including for extended periods of time; and Working knowledge of PC-based word processing and spreadsheet applications.
