REPORTS TO : SECRETARY
DEPARTMENT: STRATEGIC PLANNING MONITORING AND EVALUATION
STATION : HEADOFFICE
MINISTRY :SERVICEWIDE
1. Recommend the review of policies and regulations for the Department to the Director.
2. Design and develop an appropriate monitoring and evaluation (M&E) system in the Ministry.
3. Coordinate the monitoring and evaluation of Ministry projects and programmes.
4. Manage the analysis of reports from the various Ministry Departments and produce reports.
5. Develop and evaluate quantitative and qualitative research within the Ministry.
6. Manage the development and maintenance of an updated database of all programmes and projects in the Ministry.
7. Coordinate the conduct of market research into factors likely to impact on the Ministry’s achievement of strategic goals.
QUALIFICATIONS, COMPETENCIES AND SKILLS
• A degree in Strategic Management / Planning, Monitoring and Evaluation, Economics, Business Administration and Project Management or equivalent.
• A Masters degree in the above fields is an added advantage.
• A minimum of six (6) years relevant professional experience, two of which must be at Principal Officer Level.
• A high degree of maturity, self-discipline, initiative and creativity.
• Extensive planning, organization, analytical and project management abilities.
Extensive experience of evidence based strategic policy development
A high level understanding of the Ministry’s polices.
• A thorough understanding of National Development policies, priorities and goals.
• A good understating of Ministerial functions and Government operations.
• Ahigh level understanding of the Public Service Regulations.
• Well-developed communication and analytical skills.
• Team building skills.
• Ability to work under pressure.
• Computer literacy.
