PARLIAMENT PROGRAMME COORDINATION UNIT (PCU) DEPARTMENT GRADUATE INTERN – PROCUREMENT JOB DESCRIPTION The Government of Zimbabwe has received a grant from the African Development Fund (ADF) to finance the Tax and Accountability Enhancement Project (TAEP) (2020-2023). The proposed project is aligned with Zimbabwe’s Transitional Stabilization Programme (TSP), 2018-2020 prioritizing fiscal consolidation, economic stabilization and growth and employment creation. The project seeks to contribute towards macroeconomic stabilization and fiscal consolidation through strengthening; (i) the Zimbabwe Revenue Authority (Zimra), (ii) Parliament of Zimbabwe (PoZ) and (iii) Office of the Auditor General (OAG). The support to the Parliament of Zimbabwe is actioned against the need to assist the Institution in realizing the milestones set in its Institutional Strategic Plan 2018 – 2023 through; · The strengthened role of Parliament in law-making, oversight and accountability; and · Institutionalized trainings and capacity building within Parliament. To effectively implement the project, the Parliament of Zimbabwe requires the services of a suitably qualified Procurement Graduate Intern stationed in Harare, who will support the implementation of the Project and reports to the Procurement Specialist. The internship will be for a period of one year. DUTIES AND RESPONSIBILITIES: The Procurement Graduate Intern’s duties and responsibilities are to: i. Assist in drawing up annual procurement plans in accordance with African Development Bank (AfDB) “the Bank “rules and procedures ii. Check and ensure all procurement documents from beneficiaries of the project for the procurement of goods and services are in accordance with Procurement Guidelines of the Bank iii. Assist in providing training on procurement to staff or beneficiaries involved in project procurement activities iv. Review requisitions for their completeness, adequacy and clarity v. Ensure correctness of specifications of goods / services and / or Terms of Reference (ToRs) for consultancy services vi. Provide technical support to project beneficiaries in preparing/updating procurement plans vii. Assist with budget control to ensure that the proposed procurements do not exceed the budgets in the approved procurement plan viii. Assist in preparing, compiling and / or reviewing of bidding documents (RFQ/ITB/RfP), drafting tender invitations and /or announcements ix. Participate in the evaluation of tenders and preparation of tender evaluation reports x. Prepare or review draft contracts and contract amendments in liaison with technical staff xi. Ensure proper record keeping of procurement proceedings and timely filing of procurement records and related documents xii. Assist in developing and maintaining a procurement database of service providers (suppliers and contractors, including consultants) xiii.Facilitate clearance of imported goods in liaison with Zimra xiv.Assist in management of contracts and notify the Procurement Officer of contracts termination dates xv. Take Minutes of Meetings when necessary xvi. Receive supplies verifying quantity and quality of supplies xvii.Prepare payment requests xviii.Carry out any other duties that may be assigned by the Procurement Specialist and / or Parliamentary Programme Coordinator. 4. Working Hours The working hours will be all weekdays from 0800 hours to 1630 hours with a one-hour lunch break taken between 1300 hours and 1400 hours. The Procurement Graduate Intern may be required to work over weekends depending on the calendar of Parliament and departmental work load. 5. Remuneration The Graduate Intern shall be paid a monthly stipend. No other benefits or entitlements are associated with the internship programme. 6.Supervision Provisions The Graduate Intern shall place the whole of his time when on duty at the disposal of the Parliament as the Employer, under the overall supervision of the Programmes Coordinator and the day-to-day supervision of the Procurement Specialist. A Balanced Scored shall be developed and co-signed with the Procurement Graduate Intern. The Balanced score card shall be reviewed after every six months to assess performance.
Work/Educational Requirements
- A recent University Graduate who graduated within the last 3 years and would like to enhance his/her knowledge and broaden experience in working in Government and Development Partners /NGOs · At least a First Degree in Procurement / Purchasing & Supply / Supply chain Management or relevant professional qualification. · Practical knowledge and use of computer skills in MS office (Excel, Word and PowerPoint) · Not more than 30 years old as at 31 October 2020
