PARLIAMENT PROGRAMME COORDINATION UNIT (PCU) DEPARTMENT GRADUATE INTERN – MONITORING AND EVALUATION JOB DESCRIPTION The Government of Zimbabwe has received a grant from the African Development Fund (ADF) to finance the Tax and Accountability Enhancement Project (TAEP) (2020-2023). The proposed project is aligned with Zimbabwe’s Transitional Stabilization Programme (TSP), 2018-2020 prioritizing fiscal consolidation, economic stabilization and growth and employment creation. The project seeks to contribute towards macroeconomic stabilization and fiscal consolidation through strengthening; (i) the Zimbabwe Revenue Authority (Zimra), (ii) Parliament of Zimbabwe (PoZ) and (iii) Office of the Auditor General (OAG). The support to the Parliament of Zimbabwe is actioned against the need to assist the Institution in realising the milestones set in its Institutional Strategic Plan 2018 – 2023 through; ·The strengthened role of Parliament in law-making, oversight and accountability; and Institutionalized trainings and capacity building within Parliament. To effectively implement the project, the Parliament of Zimbabwe requires the services of a suitably qualified Monitoring and Evaluation Graduate Intern stationed in Harare, who will support the implementation of the Project and reports to the Monitoring and Evaluation Officer. The internship will be for a period of one year.
DUTIES AND RESPONSIBILITIES:
The Monitoring and Evaluation Graduate Intern’s job description is to:
i.Ensure that the established guidelines on Programme and Project monitoring and evaluation for different Programme and Project components are respected.
ii.Identify information requirements for Programme and project components concerning monitoring and evaluation. iii.Review the performance indicators and reports produced by different Programme and Project implementing departments and suggest necessary adjustments.
iv. Assist in establishing a performance tracking system for all Parliament Support Programmes with a view to instituting an early warning system to identify and address implementation bottlenecks:
v. Monitor and report on the performance of the Programme and Project.
vi. Assist in the preparation of quarterly, half yearly and annual project monitoring reports, containing summary data on overall performance against targets.
vii. Assist in the preparation of the Programme and Project Progress Reports
viii. Set up operational arrangements for collecting, analysing and reporting to sustain the Monitoring and Evaluation function.
ix.Coordinate the compilation of Programme and Project baseline and comparison data to assess project results in relation to the baseline and targets.
x. Assist in improving communication and information sharing between different Programme and Project Funding Partners and Stakeholders.
xi. Assess Implementing Parliament and the Office of the Auditor General training needs, relevant to monitoring, evaluation and management information systems and provide training, if required.
xii.Assist in the preparation of TORs for special studies when necessary (e.g. Impact monitoring and evaluation studies).
xiii. Outline a participatory process to ensure that all implementing departments are fully involved in the maintenance of the M & E system to ensure ownership and buy-in.
xiv. Provide technical assistance to implementing departments.
xv. Assist in overseeing the results monitoring, including mid-term evaluation and end-of-project evaluations.
xvi. Carry out any other duties that may be assigned by the M&E Officer and / or Parliamentary Programme Coordinator.
4 Working Hours The working hours will be all weekdays from 0800 hours to 1630 hours with a one-hour lunch break taken between 1300 hours and 1400 hours. The monitoring and Evaluation Graduate Intern may be required to work over weekends depending on the calendar of Parliament and departmental work load. 5. Remuneration The Graduate Intern shall be paid a monthly stipend. No other benefits or entitlements are associated with the internship programme. 6. Supervision Provisions The Graduate Intern shall place the whole of his time when on duty at the disposal of the Parliament as the Employer under the overall supervision of the Programmes Coordinator and the day-to-day supervision of the Monitoring and Evaluation Officer. A Balanced Scored shall be developed and co-signed with the Procurement Graduate Intern. The Balanced score card shall be reviewed after every six months to assess performance.

Work/Educational Requirements
- A recent University Graduate who graduated within the last 3 years and would like to enhance his/her knowledge and broaden experience in working in Government and Development Partners /NGOs ·At least a First Degree in a quantitative field (Economics, Statistics or other relevant fields) with a recognisable strength in quantitative methods ·Interest in Monitoring and Evaluation of projects particularly data collection, data analysis and reporting; ·Analytical thinker who pays attention to detail; good reporting and report writing skills; good communication skills · Practical knowledge and use of computer skills in MS office (Excel, Word and PowerPoint); Statistical Packages (SPSS and / or STATA); Innovative and ability to incorporate the use of mobile technology in M&E is an added advantage ·Not more than 30 years old as at 31 October 2020
