Organisational Background
The Organisation of Rural Associations for Progress (ORAP) is a leading local NGO involved in development and relief (emergency) work in rural communities in Matabeleland North, Matabeleland South and Midlands provinces. It exists to fight all forms of poverty among the rural and urban grassroots communities of disadvantaged women, men and youth through the empowerment of people by facilitating their development in their diverse cultural contexts.
Project Summary
The vacancy for the upcoming USAID funded Amalima Loko Project. The project seeks to improve food security through increased food access and sustainable watershed management. Its purposes are P1: Enhanced and inclusive local ownership over food security and resilience planning and development, P2: Watershed management improved, P3: Adaptive and absorptive capacity improved.
Position summary
The Programme Manager for ORAP, will be part of the Senior Leadership Team and contribute significantly to the strategic directions, organizational development, public engagement, quality and impact of the Amalima Loko programme. The incumbent will be responsible for operationalizing the Amalima Loko programme, providing overall leadership and management support for all aspects of programming for the ORAP side of the consortium. This position ensures all activities are managed effectively and contribute to Amalima Loko outcomes in line with the approved USAID proposal. Ensuring that the program meets community visioning process and donor accountability in line with USAID’s policies and standards. S/he will be responsible for ongoing relationships with the government structures, consortium members, grassroots based organisations in the field and support office partners, will work in close collaboration with other department heads to achieve strategic and operational priorities/standards.
Major Duties/Responsibilities include:-
Ensuring Operational Effectiveness
- Cultivating an atmosphere of trust for the creation and delivery of high quality, effective, and accountable programming
- Providing line management supervision to direct reports – District Representatives
- Providing strategic and operational oversight of the program’ portfolio, ensuring mechanisms and tools are in place for effective/accountable implementation of projects (end on time, on target, and within budget)
- Ensuring that programmes are managed and executed well as per plans within time and budgets, meeting donor and community accountability
- Developing a culture of excellence with regards to the planning and implementation of projects, including periodic and targeted reviews of challenging projects to ensure completion and optimum expenditure rates
- Spearheading coordination between departments to promote information sharing, joint planning, and problem solving, especially amongst DM, M&E, and Technical Advisors to support operational effectiveness
Fostering Internal and External Engagement
- Leading Amalima Loko engagement in government and with donors, promoting Amalima Loko leadership when possible
- Maintaining effective communications and pro-active relationships consortium partners, including visits by donors
- Promoting information-sharing mechanism and internal stakeholder engagement to encourage cross-functional coordination amongst all functions and field operations and actively address issues that affect project success
- Fostering a spirit of engagement with other agencies to promote better coordination, joint action, and partnership
Ensuring systems are in place to promote risk management and audit Compliance.
- Providing leadership in formulating strategies and plans for risk reduction programming, emergency preparedness and response activities
- Assessing and reporting on risks that the program portfolio may experience, and ensuring proper risk mitigation and management system is in place, including security and emergency preparedness protocols
- Ensuring all organizational policies, procedures, and compliance regulations are in place, understood, and followed
- Ensuring awareness of donor requirements, including the timely preparation and submission of quality narrative and financial reports
- Working closely with the Project Accountant and support program teams to develop, manage, and monitor project budgets, ensuring value for money and that project expenditure is within agreed budgets
- Ensuring that community feedback and accountability mechanisms are in place and in use
People Management and Capacity Building
- Fostering a culture of trust and mutual respect with the aim of empowering staff to take on more responsibility
- Cultivating an atmosphere of staff empowerment and motivation leading to active participation in program initiatives, leading by example, and actively engage with all staff
- Ensuring there are clear and deliberate retention plans specific to individual staff members and succession plans in place
- Managing performance management mechanisms, ensuring full participation and quality results to promote staff engagement and a culture of excellence
- Supporting professional and personal development of staff through on-the-job coaching, identification of learning and training needs and opportunities
Ensuring safe and secure working environment
- In coordination with the Chief Executive Officer, Chief of Party and Deputy Chief of Party, ensuring security and risk mitigation measures are in place and in use; in liaison with senior management
- Ensuring adherence to safety and security requirements
- Ensuring that staff have the necessary tools to complete the tasks as assigned to them, including, but not limited to, communications tools such as telephones, radios, and internet access
- Promoting a culture of security awareness and risk reduction amongst staff
- Performing any other work-related duties as assigned by the supervisor

Qualifications:-
- Education: Advanced degree in Developmental Studies, Public Policy, International Relations, Business Management, or any relevant Social Sciences and/or 8+ years of experience in emergency response, development programming, and/or fragile contexts
Experience:-
- Minimum of 5 years of progressive management experience in complex/protracted emergencies, recovery operations, and fragile contexts
- Experience with international donor projects required, experience with USAID and Food for Peace will be an added advantage
- Proven ability to manage a large and diverse program team with multiple partners and in multiple locations
- Capacity to provide solid leadership within fragile and complex contexts
- Possesses strong problem-solving skills and is a proactive problem solver who is able to unravel and solve multiple complex challenges in an agile and efficient manner
- Must possess knowledge of humanitarian industry, including Sphere standards, HAP, NGO Code of Conduct, and Humanitarian Charter
- Must possess experience in staff security, safety management, and staff care within a complex, insecure, and fragile environment
- Must have experience in program design, monitoring, and evaluation in complex contexts
- Proven financial, logistical, and procurement management skills
- Strong ability to work with various partners, local authorities, local organizations, and NGOs to develop and maintain positive external relationships
Preferred Skills, Knowledge and Experience:
- Knowledge of Project Cycle Management (PCM)
- Comprehensive report writing skills for both internal and external use
