Insurance and Pensions Commission (Procurement Manager)
Applications are invited from suitably qualified and experienced persons to fill the following post which has arisen within the Insurance and Pensions Commission.

Procurement Manager
Duties and Responsibilities include:

Strategy & Policy: Develop, recommend, and implement the Procurement framework strategies, systems, and measurable plans, ensuring alignment with the Organisation’s short- and long-term goals.

Compliance: Prepare, implement, and monitor adherence to Procurement policy documents, procedures, and controls, strictly ensuring compliance with the PPDPA Act, generally accepted international standards, and regional best practices.

Cost Management: Conduct strategic market analysis, cost matrix verification, and high-level negotiation of prices and payment terms to acquire goods and services at favourable prices, thus managing and reducing organisational expenditure.

Tender & Sourcing: Manage the timeous procurement of all goods and services. Administer all tendering activities of the organisation, vet purchase requests, and maintain updated pricing records.

Contract Management: Design and review the contract management framework, ensuring all contractual terms add value and that contracted suppliers adhere to agreed terms and conditions.

Reporting & Governance: Prepare and compile accurate monthly, quarterly, and annual procurement returns for submission to the Procurement Regulatory Authority (PRAZ) and management to facilitate informed decision-making.

Leadership: Plan, delegate, supervise, and coordinate the duties of the Procurement Officer and other team members, identifying training needs to ensure full and effective execution of duties.

Risk Mitigation: Implement risk action plans on procurement to ensure the mitigation of risks in purchasing and contract management.
Required Competences and Capabilities

Public Procurement Law Expertise: Deep understanding and practical application of the national Public Procurement and Disposal of Public Assets Act (PPDPA Act) and related regulatory instruments.

Strategic Sourcing: Ability to conduct market analysis, procurement forecasting, and develop sophisticated sourcing strategies.

Negotiation & Contract Management: Superior negotiation skills for managing high-value contracts and disputes.

Financial Acumen: Strong understanding of budgeting, cost centre management, and financial analysis to control costs and maximise revenue generation.

Leadership & Integrity: Proven ability to lead and develop a team, maintaining the highest ethical standards and transparency.

Report Writing & Presentation: Ability to prepare concise, logical, and regulatory-compliant reports for the Board, Commissioner, and external regulatory bodies.
Qualifications and Experience
The ideal candidates should have the following qualifications and experience:

A Bachelor’s Degree in Procurement, Supply Chain Management, Logistics, Business Administration, or a closely related numerate field from a reputable university.

A professional qualification in Procurement/Supply Chain Management from a recognised body, such as the Chartered Institute of Procurement & Supply (MCIPS), is essential.

A minimum of 8 years of progressive experience in procurement and supply chain management.

At least 3 years of experience in a senior managerial or supervisory role, preferably within the financial services or public/regulatory sector.

Proven experience in successfully managing the full tendering process and ensuring strict regulatory compliance (PPDPA/PRAZ).
