Projects Officer

Station: Lotteries and Gaming Board.
Reports to: Compliance Manager.

The Lotteries and Gaming Board, established under the Lotteries and Gaming Act Chapter [10:26], is mandated to regulate and supervise the lotteries and gaming industry in Zimbabwe. The Board invites applications from suitably qualified and experienced professionals to fill the position of a Projects Officer.

Key Responsibilities
Project Initiation

  • Assists in the preparation of compelling pre-project launch documentation such as concept notes and justification proposals for approval by management.

  • Supports in the quantification of potential benefits of new initiatives in line with the organization’s mandate.

  • Assists in scoping of the project to ensure that all the projects are done to support Lotteries and Gaming Board’s mandate and strategic direction.

  • Supports in the initial stakeholder analysis to understand interests, influence and potential impact on the project and effectively manage them (stakeholders).

  • Assists the Compliance Manager to identify risks and assumptions that form critical success factors associated with the project.

  • Develops comprehensive project plans, User Specification Documents (USD), concept notes, schedules, and budgets for approval by the Compliance manager.

  • Defines project scope, goals and key deliverables in consultation with relevant stakeholders such as the CEO, and Ministry of Home Affairs and Cultural Heritage.

  • Supports the organization with developing a detailed breakdown of work, tasks and other relevant information required to successfully implement a project.

  • Coordinates project activities, human and material resources required to ensure the smooth implementation of a project.

  • Liaises with internal departments and teams such as Finance, Monitoring and Evaluation and Compliance as well as external service providers to ensure smooth project implementation.

  • Schedules and facilitates meetings, consolidates agendas and distribute minutes to relevant stakeholders before, during and after meetings.

  • Tracks project progress and provide regular updates to the Compliance Manager.

  • Monitors project tasks to assess adherence to set timelines, quality standards and other project specifications.

  • Identify potential project risks and other impediments that might affect the successful implementation of a project (s) and escalate them to the Compliance Manager depending on their complexity.

  • Assists the Compliance Manager to manage changes to project scope, schedules and costs using appropriate methods.

  • Formally advises management of project closure after the successful or unsuccessful implementation of a project by Lotteries and Gaming Board.

  • Ensures that all leftovers are accounted for and served in a safe and secure place.

  • Prepares a project closure report for closure and sign off approval by management and the board.

  • Prepares and disseminates project reports, minutes and other communication material on periodic basis to advise management on status of projects.

  • Supports the board with compilation of project closure reports and lessons learnt from the projects.

  • Produces analytical reports for a project in quantitative and qualitative format to guide decision making.

  • Files all project-related documents, communications and correspondence in a safe, secure and retrievable place.

  • Ensures that all project activities are compliant with the Board’s policies, applicable laws and standards.

  • Conducts any miscellaneous duties that are necessary to ensure successful project initiation, implementation, monitoring and closure

Qualifications and Experience

  • A degree in Engineering preferably Civil Engineering.

  • Professional certification in project management is an added advantage.

  • At least 3-5 years’ experience in project management, preferably in a regulatory, public sector, or development environment.

  • Knowledge of the Lotteries and Gaming Act Chapter [10:26] and public sector governance frameworks.

  • Ability to manage multiple tasks and meet tight deadlines.

  • Strong analytical and problem-solving skills.

  • Proficiency in MS Office; familiarity with project management software is an advantage.

  • Understanding of regulatory compliance and public sector processes.
