Position: Legal Officer

Reports To: Director-General

Station: Harare (Zimbabwe Foreign Service Institute)

 

 

Duties and Responsibilities

 

 

  • Recommend policy review in relation to the pieces of legislation under the Ministry’s and Institution jurisdiction to be in alignment with the Constitution of Zimbabwe, Amendment (No. 20) Act 2013.

  • Provision of legal advice on various legal issues pertaining to the day to day administration of the Institute.

  • Prepare international and local agreements (MOUS)/ contracts to be entered into between the Institution and other parties, under the guidance of the Attorney General’s Office.

  • Work closer with the Department of policy studies and Research

  • Conduct research and keep abreast of the current trends on legal issues / matters (e.g. Treaties, Protocols and Agreements) prevailing in Regional and International arena within the Institution’s mandate.

  • Prepare legal documents and the necessary Cabinet papers in respect of Acts administered by the Institution and submit the drafts for examination to the Attorney General’s Office.

  • Prepare monthly legal returns for the Institute.

  • Conducting legal research and providing advice on legal matters relevant to the Institute;

  • Drafting and reviewing legal documents such as contracts, agreements and policies;

  • Ensuring compliance with laws, regulations, and sector standards;

  • Assisting in the negotiation and settlement of disputes and claims;

  • Managing and maintaining legal records and documentation;

  • Staying updated on changes in laws and regulations affecting the Institute;

  • Assisting in developing and implementing legal strategies and initiatives;

  • Providing legal support and guidance to various internal teams;

  • Assessing liabilities, risks, and recommending actions to Director General;

  • Aiding in internal investigations and handling complaints processes.

 

 

Qualifications, Experience and Attributes

 

 

  • A Bachelor of Laws Honours degree.

  • Must be a registered Legal Practitioner.

  • Must be highly assertive.

  • Have strong influencing and negotiation skills.

  • Thorough knowledge of Public entities Legislation, Regulations and Procedures.

  • Thorough knowledge of Acts / Legislation being administered by the Ministry and Institution.

  • Ability to handle confidential information.

  • Possess good leadership qualities.

  • Computer literate.
