PROCUREMENT MANAGER

 

 

Applications are invited from suitably qualified candidates to fill in the following position that has arisen within the Public Service Commission.

 

 

POST TITLE: PROCUREMENT MANAGER X 1

REPORTS TO: GENERAL MANAGER – PROCUREMENT

STATION: PUBLIC SERVICE COMMISSION – HEAD OFFICE

 

 

DUTIES AND RESPONSIBILITIES

 

 

      1. Conducts procurement in accordance with the Public Procurement and Disposal of Public Assets Act, and any other policies.
      1. Initiates and coordinate annual procurement planning based on the approved operational plan and approved budget.
      1. Develop sound, cost-effective strategies for the procurement of goods and services
      1. Conduct cost analysis and set benchmarks for improvement
      1. Leads in the identification of inherent risks associated with the functions of the Department and proposes mitigatory strategies in compliance with the principle of Public Procurement, Governance, and Ethics Frameworks.
      1. Ensures that procurement achieves maximum value of public expenditure within available financial resources.
      1. Vetting evaluation reports from the committee for the prescribed thresholds before submission to the General Manager.
      1. Coordinates the preparation of accurate estimates for the cost of procurement
      1. Maintains accurate and complete records for all procurements of services for the Public Service Commission.
      1. Coordinates the bidding processes including pre-bid meetings, ensuring that bidding documents comply with set provisions and guidelines.

 

 

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

 

 

    • Bachelor’s Degree in Purchasing and Supply Chain Management or Equivalent.
    • A Master’s Degree in Procurement and Supply Chain Management or equivalent is an added advantage.
    • Professional membership such as Chartered Institute of Purchasing Supply (CIPS) or equivalent.
    • A minimum of six (6) years of relevant Public Procurement experience.
    • Working knowledge of the Public Procurement and Disposal of Public Assets Act (Cap.22:23).
    • Familiarity with relevant Computer-based packages, including SAP.
    • A collaborator who is innovative with good analytical, administrative, and leadership skills.
    • Counselling skills
