REPORTING TO : PROCUREMENT AND COMPLIANCE MANAGER
QUALIFICATIONS AND EXPERIENCE
A successful candidate should have the following qualifications and experience
• Bachelor’s Degree Honours in Purchasing and Supply or equivalent.
• A Professional Diploma qualification in Chartered Institute of Procurement and Supply (CIPS).
• Valid membership of Chartered Institute of Procurement and Supply.
• At least three (3) post qualification experience in procurement management
• Clean class 4 driver’s license.

• Good communication and interpersonal skills.
- Ability to uphold and respect procurement ethics and to conduct activities with integrity.
• Ability and willingness to meet tight deadlines and work longs hours when required.
• Ability to act in utmost confidentiality, honesty, reliability and responsibility.
• Ability to ensure that each procurement decision is based on adequate information to the extent that it is available and is made in good faith, for a proper purpose in accordance with the Procurement Act in the best interest of Council
• Problem-solving ability.
• Ability to work in teams demonstrating patience and flexibility.
DUTIES AND RESPONSIBILITIES:
• Reviewing Council Procurement Plan, Approved Supplier List and Contracts Register.
• Maintaining Procurement registers for Statutes that impact of the Councils Procurement Operations.
• Assisting in conducting regular reviews to identify areas of compliance and potential risk.
• Collaborating with cross-functional teams to integrate compliance requirements into operational processes and systems.
• Analyzing spends on all products and services procured and identify areas for cost savings, better service and better supplier performance.
• Preparing and submitting compliance reports to management and regulatory authorities as required.
• Assisting in the development business relationships with suppliers and stakeholders and implement the best sourcing practices.
• Assisting in driving cost reduction through process improvements, supporting all developments with expected cost proposals and estimates.
• Ensuring compliance, cost savings and performance measures are established, tracked and achieved.
• Advising and interacting with senior management in respect of their areas of responsibility.
• Undertaking research into supply markets.
• Expediting contract execution and performance to ensure timely performance by Suppliers/Contractors.
• Conducting supplier performance appraisal.
• Conducting Spend analysis and category management reviews.
