JOB: CHIEF COMPLIANCE OFFICER (1 Position)
GRADE: 5
REPORTING TO: HEAD: PROCUREMENT MANAGEMENT UNIT
LOCATION: CENTRAL STORES
DEPARTMENT: TOWN CLERK’S
JOB PURPOSE
The Chief Compliance Officer ensures that procurement activities meet the requirements of the Public Procurement and Disposal of Public Assets Act (Chapter 22:23), council resolutions and any other policies relating to the operations of the Procurement Management Unit. The role oversees the development and implementation of robust compliance systems, policies, and processes that ensure value for money, minimize risk, and assure the timely delivery of the City’s procurement objectives.
Key Result Areas
- Ensures that the organisation’s statutory duties, obligations and its objectives in respect of the procurement are achieved on time and within budget, to ensure minimum risk.
- Ensures effective data management systems, policies, processes and programmes to provide assurance of ongoing statutory and regulatory compliance and delivery within budget whilst providing for a high level of internal and external customer satisfaction.
- To be the responsible person for the day-to-day operational delivery of the Procurement Management Unit’s statutory compliance function ensuring delivery of first class quality and value for money support and compliance monitoring service.
- To manage and mitigate Procurement Management Unit’s approach to procurement risk, ensuring effective monitoring and reporting system are in place to capture, monitor and mitigate against risk.
- Timely generation of compliance and exception reports to the Head Procurement Management Unit and Principal Buyers for noting and/or redress
Qualifications and Experience
- University degree in Business Administration/Supply Chain Management/ Procurement/Law
- At least five (5) years post qualifying experience at middle management level
- Post graduate qualification in Management (e.g., MBA, MBL or MSc) or Diploma in CIPS/CIS and audit or legal experience will be an added advantage
- A Clean Class Four driver’s licence is a must
