POSITION : HEAD: BUDGETS
GRADE : 4
LOCATION : ROWAN MARTIN BUILDING
REPORTS TO : FINANCE DIRECTOR
JOB PURPOSE
The position exists to manage the budget operations within Council thus develop, present, and oversee execution of budgets on an annual, quarterly, monthly and ad hoc basis. Ensure all financial processes align with approved budget. Collaborate with Council, line managers, and cross-departmental leadership to set budget goals and ensure they’re followed. The Head Budgets is also responsible for monitoring and reporting budget performance and project management in compliance with statutory laws.

KEY DUTIES
• Overseeing budget consolidation and review of corporate budget submissions
• Projecting income and expenditure based on actual current activities and other assumptions. e.g. inflation to ensure for budget forecasts.
• Overseeing Input of annual budget into the accounting system and checking on compliance to standardized chart of accounts.
• Identifying budget lines in need of additional funding (destination) and quantify the funding required and the budget line(s) (source) that will fund the destination budget line as well as justify all virements for both the source and destination accounts.
• Ensuring efficient budget analysis system and sound interpretation of management accounts for correct decision making
• Reviewing and publishing of Tariffs, drafting amendment to legislation in consultation with other internal stakeholders and in line with economic trends.
• Preparing Council monthly management reports and quarterly financial reports and ensuring timely submission thereof.
• Developing targets for completion of month end procedures in order to meet reporting deadlines as per PFMA (within 15 days after month end) to enhance relevance of the management accounts
• Performance Management within the context of the IRBM framework.
QUALIFICATIONS AND EXPERIENCE
• Degree in Finance/Accounting/Business Studies/Economics.
• Post graduate Qualification in Accounting/Economics/Finance/Business Administration OR Full CIMA/IMFO
• A relevant Master’s degree is an added advantage
• Full Membership of a professional body a must
• 5-7 years relevant working experience in management accounting environment at managerial level
