POSITION: DIRECTOR AIR NAVIGATION AND TECHNICAL SERVICES (DANTS)
Reporting to the DIRECTOR GENERAL
Location: Head Office

 

 

Job Purpose

 

The position exists to manage the development, implementation, and review of air navigation and technical services programs and standards, ensuring the safe, secure, regular, and efficient use of airspace in Zimbabwe and beyond, in accordance with the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs) and the Civil Aviation Act as required.

 

 

Duties and Responsibilities

 

* Manages effectively the development and implementation of communication, navigation and surveillance systems, standards and procedures in line with Zimbabwe aviation legislation, regulations and policies to ensure safe, secure, regular and efficient flow of air traffic.
* Participating in the development of the vision, mission, and values of the Authority.
* Formulates, implements, and evaluates Divisional strategies.
* Develops, implements, and evaluates Air Navigation and Technical Services overall strategies for safe management of the Zimbabwean airspace in compliance with the ICAO SARPs as domesticated into Zimbabwe aviation legislation, regulations and policies.
* Leads and provides effective direction and guidance to a diverse team of professionals from three departments: Aeronautical Information Management & PANS-OPS, Air Traffic Services and Air Navigation Technical Services.
* Develops and implements the Air Navigation Plan for the Authority in line with ICAO Global Air Navigation Plan (GANP).
* Manages the Zimbabwean airspace through the provision of Aeronautical Information Services and Air Traffic Services to ensure a safe, secure, regular, and efficient national Air Traffic Management system.
* Manages the provision of Search and Rescue (SAR) in Zimbabwe, the generating of draft agreements, and convenes the National Search and Rescue Coordination Meetings with national stakeholders.
* Plans and manages own Division’s resources and budgets to ensure the Division achieves its own and Shareholder’s expectations.
* Manages the preparation and administration of operational and capital budgets and ensures that the division has adequate financial resources, operates within the approved budget to achieve the organizational objectives.
* Ensures equipment installations are secured, maintained, and periodically checked in accordance with company safety standards.
* Contracts project management for all divisional projects to ensure that project requirements/ specifications are achieved within specified timeframes.
* Conducts negotiations and contract management for all directorate contracts.
* Implements Performance-Based Management systems to ensure the department meets its targets, standards, and capacity requirements.
* Manages staff workplans, performance reviews, and leave schedules to ensure that the Division has adequate staff complement with required competencies.
* Manages the implementation and adherence to the ISO 9001 Quality Management System within the division.
* Administer effective implementation of Safety Management Systems.

 

 

Qualifications and Experience

 

* National Diploma in Electronics/Telecommunications/Computer Science or.
* AIMS II PANS-OPS Mandatory Technical ICAO Certifications which includes ICAO PANS-OPS Instrument Flight Procedure Design, ICAO 022 Aeronautical Cartography and ICAO 021 Aeronautical Information Services or.
* Air Traffic Control requisite Certifications.
* Degree in Electronics/Telecommunications/Computer Science is an added advantage
* Degree or Masters’ Degree in the following disciplines is an added advantage: Business Leadership/ Administration/ Management, Civil Aviation Science is an added advantage
* Qualifications in and knowledge of Project Management is also an added advantage
* The applicant must have at least ten (10) years practical relevant working experience, five (5) of which should be at a senior managerial level in the Air Navigation and Technical Services field;
* Proven managerial ability and clean record of service.
* Must have working knowledge of computers.
* Should have broad organizational awareness.

 

 

Skills and Competences

 

* Sound knowledge of relevant ICAO Standards and Recommended Practices (SARPs) as domesticated into Zimbabwe applicable aviation legislation, regulations and related polices.
* Comprehensive Technical knowledge of CNS/ATM, AIS and SMS.
* Good working relationship with other Civil Aviation Authorities’ Directorates and international and regional airports.
* A high level of vigilance and sensitivity to airport and national security issues.
* Must have good ICT working knowledge.
* Must be innovative.
