PROCUREMENT OFFICER – GRADE 8
Reporting to The Town Secretary
Applicants must have the following:
QUALIFICATIONS AND REQUIREMENTS
* O Levels including English and Mathematics obtained in one sitting
* Degree in Purchasing and Supply Chain Management or equivalent
* A Masters’ degree in Purchasing and Supply Chain Management is a distinct advantage
* At least one-year experience as a Head of Procurement Management Unit in the Public Sector
* A minimum of 5 years working experience in the Public Sector
* Knowledge of Electronic-Government Procurement System is a must
* Knowledge of Promun is a distinct advantage
* At least 35 years of age
* No criminal record – Police clearance must be attached on application
* Clean Class 4 driver’s license
* Be a Zimbabwean citizen
ROLES AND RESPONSIBILITIES
* Ensuring the Council is compliant with the Public Procurement and Disposal of Public Assets Act (Chapter on all matters)
* Executing the procurement processes including tendering, bid evaluation and awarding
* Liaising in contract negotiations with suppliers and Contract Management
* Compiling procurement management reports on procurement activities
* Computation of monthly, quarterly and annual PRAZ returns
* Ensuring the adoption of the appropriate procurement method by the entity
* Preparing the Annual Procurement Plan and submitting them to PRAZ for approval
* Coordinating the Electronic-Government Procurement System
* Advising the Town Secretary on procurement issues and procedures in accordance with the PPDPA Act (Chapter)
* Exercising other duties as assigned by the Town Secretary
