Job Purpose

 

 

The State Attorney Level I – Legislative Drafting is a senior manager and process driver who leads the development and review of legislation and provides supervisory oversight to State Attorneys Level II, who in turn manage all State Attorneys in the Department. The role ensures the drafting of high-quality and constitutionally compliant legislative instruments. It also provides strategic legal support to Ministries, Departments and Agencies (MDAs) in the preparation and drafting of legislative instruments.

 

 

Duties and Responsibilities

 

 

* Lead the planning, formulation, implementation, and evaluation of strategies and procedures for timely and effective drafting of legislation,
including bills, statutory instruments, and general notices;
* Exercise and provide leadership to State Attorneys Level II and ensure the effective supervision of junior State Attorneys within the
Legislative Drafting Department;
* Ensure all drafted legislation is in full compliance with the Constitution and aligns with national legal and policy frameworks;
* Provide expert legal interpretation and advisory services to MDAs on existing and proposed legislation;
* Coordinate stakeholder engagements with MDAs and other relevant institutions in the legislative drafting process;
* Oversee the operationalization and continuous improvement of the Bill Tracking System to ensure real-time monitoring of legislative instruments;
* Contribute to the professional development of Departmental staff by providing technical input into training, mentorship, and capacity-building initiatives;
* Ensures that the Legislative Bill Tracker on the website is regularly updated;
* Facilitate the maintenance and updating of an integrated database of legislation under development, including Bills, Statutory Instruments, and General Notices;
* Represent the Department at meetings of the Cabinet Committee on Legislation (CCL) and Parliament, providing expert legal advice;
* Participate in the preparation of budgets and development of funding strategies to support legislative drafting operations and programmes;
* Promote quality assurance mechanisms within the drafting process to uphold legal and procedural standards; and
* Represent the Department at National and International meetings and conferences.

 

 

Qualifications, Experience and Attributes

 

 

• Bachelor of Laws (LLB) degree from a recognized institution (mandatory);
• A Master’s degree in Legislative Drafting, Law, or a related field is an added advantage;
• Registered legal practitioner in good standing;
• At least eight (8) years of post-qualification legal experience, with a minimum of two (2) years served at the level of State Attorney II or equivalent;
• Demonstrated experience in legislative drafting and legal advisory services;
• Strong leadership and supervisory skills, with experience managing multi-level legal teams;
• Excellent legislative drafting, legal interpretation, and analysis skills;
• Ability to coordinate complex legal processes and meet tight deadlines under pressure;
• High standards of integrity, professionalism, and objectivity; and
• Strong communication and stakeholder engagement abilities.
