VACANCY 

 

 

Position Overview

 

 

• Spearhead the formulation and review of policies and regulations on the country’s air accident and incident occurrences in line with the Ministry’s mandate, strategic plan, and national development imperatives.

• Superintend over the development and management of systems aimed at preventing and dealing with aviation occurrences, collaborating with public, private, military, local, and international counterparts, as well as representatives of authorities under the Department’s purview.

Responsibilities

 

 

• Spearhead the formulation and review of policies and regulations on air accident and incident occurrences.

• Superintend over the development and management of systems to prevent and address aviation occurrences with stakeholders at all levels.

• Coordinate the administration of legislation and policies relating to Air Accidents and Incidents Investigation, in line with Civil Aviation Authority of Zimbabwe (CAAZ) and International Civil Aviation Organization (ICAO) Standards and Recommended Practices (Chicago Convention).

• Provide expert advice on safety issues, safety programs, operational policies, and activities relating to the Department’s roles and functions.

• Ensure law enforcement authorities/agencies are educated regarding aircraft occurrence investigations.

• Develop and manage systems to ascertain Zimbabwe’s preparedness to handle major air accidents for all airlines operating within, to, and from Zimbabwe.

• Preside over the development and management of the country’s air accidents and incidents occurrences database.

• Spearhead the development of capacity-building programs and policies that attract and motivate accident investigators for outstanding performance.

• Superintend over the development of budgets and funding strategies for materials, equipment, and services required in aviation accident and incident investigations.

• Facilitate technical input into the procurement of services and acquisition, use, and maintenance of equipment and facilities for aviation accident investigations.

• Preside over the management of an incident/accident investigation and reporting database to maintain records and develop related reports.

• Coordinate the compilation of monthly, quarterly, and annual reports.

• Manage human, financial, and material resources allocated to the Department.

Qualifications

 

 

• A degree in Aviation Operations/Management or equivalent, with at least three Aircraft Accident Investigation specialized courses.

• Senior position in flight operations with an airline, with a minimum of 5,000 hours as Pilot-in-Charge of an aircraft with instructor rating.

• Senior managerial position in the Flight Safety Standards Division/Accident Investigations Department of a recognized regulatory/accident investigation authority for at least 5 years.

• Possession of a Master’s Degree in Administration is an added advantage.

Skills

 

 

• Specialized experience must include broad knowledge of aviation accident investigation legislation, regulations, procedures, practices, and techniques.

• A high degree of maturity, self-discipline, initiative, and creativity.

• Ability to communicate with a broad spectrum of stakeholders.

• Ability to employ information communication technology in the management of aviation accident/incident investigation, hazard identification, and aviation safety information management.
