DUTIES AND RESPONSIBILITIES

* Spearhead the formulation and review of policies and regulations on the country’s air accidents and incidents investigation in line with the Ministry’s mandate, Strategic plan as well as national development imperatives.
* Supervision and oversee all accident and damage systems aimed at preventing and dealing with aviation occurrences with the public, private, military, local, and international
Organisations and with representatives of authorities under the direct purview of the Department.
* Coordinate the administration of legislation and policies relevant to Air Accidents and Incidents Investigation in line with Civil Aviation Authority of Zimbabwe (CAAZ) and
international Civil Aviation Organization’s Standards and Recommended Practices as specified in convention on International Civil Aviation (Chicago Convention.)
* Provide expert advice on safety issues, safety programs, operational policies and activities relating to the Department’s work and activities, including advising the Civil Aviation authorities/agencies are educated regarding aircraft occurrence investigations.
* Develop and manage systems and databases designed to assist in managing major air accidents for all airlines operating within, to and from Zimbabwe.
* Provide daily and periodical, and monitoring air accidents in the country’s air accidents and incidences occurrences database.
* Designing, and developing capacity building programs and policies that attract and motivate accident investigators for outstanding performance.
* Participate in the Department’s budget and funding strategies for materials, equipment, and services required in the investigation of aviation accidents and incident.
* Oversee and provide for the maintenance of safety, and proper use and maintenance of equipment and facilities for aviation accidents and accidents investigations.
* Preside over the management of an incident/accidents investigation and reporting
database to facilitate the maintenance of aviation incident/accidents records and the development of related reports.
* Coordinate the preparation of monthly, quarterly and annual reports.
* Manage human, financial and material resources allocated to the Department

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

• A Degree in Aviation Accident Investigation or equivalent and with at least three Aircraft accident investigation Specialised courses.
• A Commercial Pilot flight instructor with an airline with a minimum of 5000 hours as Pilot-in- charge of an aircraft with instructor rating, or
• A Senior managerial position in the Flight Safety Standards Division/Accident investigations Department of a recognised regulatory accident investigation authority for at least 5 years.
• Possession of a Masters’s degree in Aircraft Crash Investigation is an added advantage.
• Specialisation experience must include broad knowledge of aviation accident investigation legislation, regulations procedures, practices and technique.
• High degree of initiative, self-direction, initiative and creativity.
• Ability to communicate with a broad spectrum of stakeholders.
• Ability to apply knowledge and technology in the management of aviation accidents/incidents investigation, hazard identification and aviation safety information management.
