VACANCY ANNOUNCEMENT
REPORTING TO THE TOWN SECRETARY
Chipinge Town Council is seeking a top class manager of distinction as its Procurement Manager. The position requires a mature individual with proven procurement management skills able to turn around the fortunes of the Town.
Applicants must have the following:
Minimum Qualifications and Experience;
- Degree in Purchasing and Supply Management or equivalent.
- A minimum of 5 years hands-on Procurement experience with at least 3 of those years at Management or Senior Level.
- Experience in Public Procurement is a distinct advantage.
- Knowledge of PROMUN will bean added advantage.
- Strong negotiating skills.
- ICT competencies is a must.
- At least 30 and less than 50 years of age.
- Strictly nocriminal record-attach certificate of Pol ice clearance
- A clean record of service within local government fraternity where applicable.
- Must be Zimbabwean.
- Clean class 4 driver’s license.
Roles and responsibilities:
The Incumbent will be responsible for;
- Ensuring that Council is compliant with the Public Procurement and Disposal of Public Assets (PPDPA) Act [Chapter 22:23] on all matters,
- Overseeing tender processes and cost effective procurement of goods and services for Council in line with procurement regulations.
- Leading in contract negotiations with contractors and management of contracts.
- Advising the Accounting Officer on al I procurement issues.
- Determine applicable procurement method to be used when requests are received.
- Production of monthly, quarterly and annual procurement reports
- Supervising the PMU and Stores Clerk.
- Any other duties as may be assigned inline with organisational goals.
