Applications are invited from suitably qualified, experienced and self-motivated individuals who are prepared to work under pressure with minimum supervision to fill in the vacant post that has arisen within Mazowe Rural District Council.
Reporting to: Chief Executive Officer
Grade: 10
Subordinates: Planning Technician and Area Superintendents.
Salary: Acompetitive salary shall be divulged to short listed candidates.

Duties and Responsibilities:
1. Day to day management of the Council’s Housing and Planning Department.
2. Ensure that effective performance management is done in the Department.
3. Prepare, implement and monitor the budget for the Department.
4. Coordination and preparation of all district and local layout plans not limited to residential, commercial, institutional, agncultural, industrial and other uses.
5. Coordination, preparation, and updating of the District Master. Annual and Local Plans in terms of the Regional. Town and Country Planning [Cap29:12) as read with the Rural District Councils Act [ Cap29:13J.
6. Carrying out plan approvals.
7. Development control.
8. Ensure that inspections of all the Public and Private infrastructures under construction in the district including but not limited to schools, clinics, businesses, churches, etc are properly done in terms of the relevant laws.
9. Facilitation of such processes like excision of land, subdivision of land, development permits, change of use and special consent applications and land surveys while working in liaison with the relevant Government Departments and Agencies.
10. Provide technical input in the formulation of Council policies such as By-Laws and other standard operating procedures.
11. Co-ordinate planning and development Agencies and Stakeholders.
12. To service the relevant committees such as the Housing and Planning Committee, RDDC, Area Committees and the Ease of Doing Business Committee.
13. Prepare monthly, technical and process reports.
14. Attend critical relevant committees like management meetings and Council meetings.
15. Advise the CEO and other council committees on all planning and housing matters.

QUALIFICATIONSAND EXPERIENCE:
Applicants must have
1. Atleast a Bachelor’s Degree in Rural and Urban Planning from a reputable University.
2. An advanced degree is an added advantage.
3. Knowledge of either G.I.S, AutoCAD and/or 3D draughting software.
4. Atleast 5 years of experience in a Local Authority environment with three [3] years at middle or senior management level.
5. Mature and at least thirty-five [35] years of age.
6. Clean class four [4] driver’s license is an added advantage.
7. No criminal record and clean local government service history.
8. Three (3] testimonial letters.
