Background
A human rights organisation is seeking the services of a highly motivated and selfdriven Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist to join a
team of high impact human rights practitioners for its Harare office.
Overall Job Purpose
The Monitoring Evaluation Accountability and Learning Specialist (MEAL) will be
responsible for the overall monitoring, evaluation and reporting activities for the
organization; leading development and management of performance monitoring plan
and systems; and collecting and analysing information on outputs, outcomes and
impact for the organization and its programmes and projects. The position is designed
to strengthen quality project design, execution, reporting and data management.
The M & E Specialist will work within an integrated, coordinated, and systems
strengthening approach.
Main Roles and Responsibilities
Compile quantitative and qualitative monitoring reports for internal and external
audiences and provide inputs, information and statistics for quarterly, annual
and other reports to Project Management Team.
Ensures that Project performance data collected and analysed with respect to
targets and Key Performance Indicators (KPI).
Design M&E Plan, Data collection methods and procedures, M&E and learning
tools, overseeing effective and efficient functioning of an M&E System.
Guide staff and executing partners in preparing their progress reports in
accordance with approved reporting formats and ensure their timely
submission.
Prepare consolidated progress reports for the management including
identification of problems, causes of potential bottlenecks in implementation,
and providing specific recommendations.
Ensure monitoring and evaluation data is analyzed to an appropriate standard
and that results of analysis inform project decision making.
Coordinate implementation of surveys, evaluations, and researches as
requested by management and partners; Maintain a record keeping and filing
system.
Suggest strategies to the Project Management for improving the efficiency and
effectiveness of the project by identifying bottlenecks in completing project
activities and developing plans to minimize or eliminate such bottlenecks
Participate in periodic project reviews and planning workshops and assist the
Project Manager and other support functions in preparing relevant reports that
clearly show the effects and impact of the projects.
Performing Big Data analyses to show trends, patterns, variations and any
significant deviations that will aid the effectiveness and efficiency of program
implementation.
Qualifications and Experience
University degree in Monitoring and Evaluation, Data science, social science,
statistics, or related field.
Post-graduate qualification in Monitoring and Evaluation or related field is a distinct
advantage.
Minimum of 5 years’ hands on experience in monitoring and evaluation, a
significant portion of which must be in the non-profit sector.
Critical or technical competencies required
Experience in human rights and governance M&E; Strong research experience
with demonstrated ability in the use of quantitative and qualitative methods.
Field experience conducting evaluation activities (e.g., planning, joint design with
stakeholders, data collection, enumerator training)
Advanced computer skills in spreadsheets and graphics presentations, including
knowledge of relevant software packages; Conversant with web-based database
development and data management.
Ability to work under pressure, in a team and for long hours if required.
Significant experience in capacity building of staff/partners in M&E; Excellent
writing skills.
Strong Big Data Analytics skills and ability to produce Interactive and
comprehensive Dashboards.
