TIMB has contracted Industrial Psychology Consultants (Pvt) Ltd to assist with the recruitment and selection of a suitable candidate for the Procurement Officer position.
Overall Purpose:
Manages the daily operations of the Procurement Management Unit (PMU) to ensure that the material and service requirements are met on time and to the best advantage of the Board. Also ensures that procurements are done in line with the Public Procurement and Disposal of Public Assets (PPDPA) Act [Chapter 22:23) and PPDPA Regulations [Statutory Instrument 5 of 2018] that are administered by the Procurement Regulatory Authority of Zimbabwe (PRAZ).
Duties and Responsibilities:
- Formulates and implements procurement strategies in line with the organization’s business strategy.
- Prepares annual and individual procurement plans.
- Oversees the procurement of goods, services and works in accordance with the regulations.
- Prepares bidding documents in accordance with the PPDPA Act and regulations.
- Manages procurement contracts.
- Designs procurement policies and Standard Operating Procedures.
- Advises the Accounting Officer and the Procurement Management Unit on procurement matters.
- Manages the daily operations and supervises staff in the Procurement Management Unit.
- Supervises the Evaluation committee and opening of bids.
- Develops effective relationships with suppliers and internal sections.
- Produces relevant procurement reports monthly, quarterly, and annually.
- Liaises with the Procurement Regulatory Authority of Zimbabwe on all procurement matters.
Qualifications and Experience
- A BSc Degree in Procurement/Purchasing & Supply Chain Management or equivalent.
- A diploma in Procurement and Supply (OPS) is a must.
- A Master’s Degree is an added advantage.
- Membership of Chartered Institute of Procurement and Supply (CH’S).
- At least 3 years’ experience in a similar role preferably in the public sector.
