Family Aids Caring Trust (FACT) is a Christian national development NGO based in Zimbabwe. It implements sustainable development initiatives to improve people’s livelihood, Sexual Reproductive Health (SRH), HIV Prevention, HIV and AIDS care and support as well as health activities. FACT seeks the services of the following;

Position: Grants & Compliance Officer
Reporting to: Grants & Compliance Specialist

Purpose of the position: The incumbent will be responsible for assisting the Grants & Compliance Specialist on grants, compliance, governance, and risk management issues. He/she will collaborate with the Grants & Compliance Specialist to ensure project finance complies with established accounting standards and donor rules and regulations. He/she will support the design and facilitation of institutional capacity strengthening plans for project staff and partners. He/she will support the GCS in providing timely response to donor requests related to sub-award agreements, budgets and spending. The successful candidate will possess a thorough in-depth knowledge of USAID Rules and Regulations and UN rules and regulations and generally accepted accounting procedures.

Duties And Responsibilities
• To co-ordinate compliance reviews to sub-recipients to ensure compliance with donor rules and regulations with guidance from the Grants and Compliance Specialist.
• Manage, monitor, review and report partner liquidations, do modifications and partner budget re-alignments.
• Assessing FACT and its sub-recipients to ensure that they have adequate systems, policies, and procedures in place for them to be able to efficiently administer donor funds.
• To support the review and implementation of the FACT Sub-recipient Management and Monitoring Policy and ensure that action plans are developed to address gaps and identified weaknesses.
• To monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules.
• To collaborate with the Grants & Compliance Specialist on strengthening internal control systems and processes for the project.
• To help identify risk issues and challenges and solutions to address them.
• To support the planning and performance of the project’s internal audits, control reviews and compliance assessments and analyse results and provide recommendations.
• To support the project’s external audits and the coordination of action plans to close out audit findings.
• To support management to ensure timely closure of audit recommendations for FACT and sub-recipients.
• Any other related duties as assigned by the Grants and Compliance Specialist.

Qualifications And Experience
Skills, Experience and qualifications
• A degree in Accountancy or equivalent.
• Studying towards a professional qualification such as (ACCA, CIMA, CA or equivalent desired) with membership to an audit body a plus.
• At least 3 years work experience with an NGO with at least 2 years in audit and compliance.
• Knowledge of various applicable Zimbabwe laws and regulations is required.
• Ability to work independently and in teams.
• Proficient in MS Office packages (Excel, Word, PowerPoint, Outlook and accounting systems.
• Good analytical, organizational, and bility to make sound judgment.

• Good relationship management skills and the ability to work closely with local partners and community members.
• Attention to details, accuracy and timeliness in executing assigned responsibilities.
• Ability to work under pressure, balancing competing demands to achieve agreedupon.
