JOB DESCRIPTION
The Competition and Tariff Commission (Commission) is a statutory body established under the Competition Act [Chapter 14:28]. The present Commission is a product of the merger in 2001 of the former Industry and Trade Competition Commission (ITCC) and Tariff Commission (TC). The ITCC had been established under the Competition Act, 1996 (No.7 of 1996) as a competition regulatory authority, while the TC had been established under the Tariff Commission Act [ Chapter 14:29] as a trade tariffs advisory authority. Both the ITCC and TC had commenced operations in 1998. The merger of the ITCC and TC was provided for under the Competition Amendment Act, 2001 (No.29 of 2001), which also repealed the Tariff Commission Act [Chapter 14:29].
The Commission is looking to recruit suitably qualified personnel for the following position:
Job Title: Senior Investigation Officer
Reports To: Chief Investigation Officer
Division: Mergers
Grade: D3
Contract Type: Permanent
Purpose of the job
The position exists to promote and maintain competition through assessment of mergers in all sectors of the economy of Zimbabwe
Key responsibilities
- Offer advisory services to prospective merging parties
- Examines and assesses applications for mergers and acquisitions, within prescribed time limits
- Reviews the structure of production and distribution of goods and services in the economy to determine where unwarranted concentrations of market power exist
- Identification of notable mergers for examination by the Commission
- Making follow-ups on notifiable mergers, for parties to comply with notifying requirements
- Undertaking of socio-economic impact analysis of approved mergers and acquisitions
- Assist in reviewing operating procedures manual relating to Merger assessment
- Participate in competition awareness campaigns
- Actively participate in divisional meetings, operations meetings, and any other similar meetings
- Undertakes any other related tasks assigned from time to time

- Ability to undertake complex investigations independently and within multidisciplinary teams.

- Creative thinking and problem solving and stakeholder management skills.
- Working experience in information collection and analysis
Qualifications and Experience
- A minimum of a Bachelor of Economics Degree or equivalent qualification
- At least 3 years working experience in complex investigations, economic analysis, research and report writing.
- Experience in investigating competition law cases will be an added advantage.
