Job Summary
Position: Finance Officer
Reporting to: Finance and Administration Manager
Purpose of the position: The Finance Officer reports to the Finance Manager and is responsible for overseeing the program finances and other operations and administrative duties relating to the Global Fund project. The Finance Officer will supervise project funds, managing and reporting on its financial performance to ensure best use of resources by preparing sound budgets, monitoring project expenses and ensuring timely preparations of donor financial reports.
Roles and responsibilities:
•The Finance Officer will also actively participate in finance-related activities for the Finance and Administration Department, drawing the expertise from the finance team to strengthen the financial systems of the project.
•Will ensure capacity building of SSRs by reviewing their policies and assisting them to improve their internal control systems.
•Oversees the granting process including sub grant management and monitoring mechanism.
Reviews SSR reports for accuracy and compliance with the terms of the SSR agreement and forwards them to the Finance Manager for approval.
•Ensuring SSRs have adequate accounting and other grants management systems that ensure safekeeping and disbursements of grant funds.
•Maintain financial oversight of programme funds disbursed to SSRs, tracking the spending to ensure compliance with financial management regulations and donor requirements.
•Budget tracking of SSR organisation’s budgets during their program implementation to ensure that they are in accordance with their plans
Qualifications And Experience
• B Com (Hons.) Accounting/Bachelor of Accounting. ACCA or CIMA will be an added advantage.
• A minimum of two (2) years post qualifying experience in management of programs funded by the Global Fund as well as managing finances for other donors.
• Has in-depth knowledge of Global Fund financial management rules and regulations.
• Conversant with Pastel Evolution accounting package.
• Compliance related experience is an added advantage
