The United Nations Capital Development Fund (UNCDF) is inviting applications for the position of Digital Financial Services (DFS) Policy Specialist – East and Southern Africa (ESA) .

The position is home-based and is open to both internal and external applicants.

Key Responsibilities

  • Conduct comprehensive reviews of digital financial services legal and regulatory frameworks in Policy Accelerator focus countries.
  • Assess financial inclusion, non-bank financial service providers, competition, gender considerations and financial consumer protection.
  • Identify regulatory gaps and propose amendments based on international good practices and country examples.
  • Provide targeted DFS legal and regulatory advisory support where agreed with UNCDF and relevant authorities.
  • Providing strategic and technical advice to UNCDF country and regional teams.
  • Supporting the development and review of aide-mémoires, action plans, implementation roadmaps, strategies, policies, regulations and other regulatory deliverables.
  • Identifying partners and learning objectives for peer exchanges and capacity-building activities.
  • Participating in technical discussions with regulators and stakeholders across the focus countries.
  • Supporting the development of country reports, proposed regulatory amendments and strategic deliverables.
  • Support the design and implementation of Open Banking/Open Finance advisory interventions in up to three countries within the Policy Accelerator portfolio.
  • Integrate Open Banking/Open Finance considerations into competition and consumer protection activities.
  • Respond to requests from financial authorities concerning policies, regulations and implementation approaches that promote inclusion, innovation and investment.
  • Participating in meetings and activities of the Working Group.
  • Reviewing relevant outputs and providing insights applicable to the East and Southern Africa context.
  • Translating Working Group findings into actionable recommendations and advisory support.
  • Maintain close collaboration with country, regional and global Policy Accelerator personnel and other stakeholders.
  • The role may also involve technical assistance, analytical work, capacity-building support, advisory services and other deliverables aligned with the Policy Accelerator programme.

Requirements

  • An advanced university degree ( Master’s degree or equivalent ) in:
  • Economics
  • Finance
  • Public Policy
  • A related field
  • is required.
  • A first-level Bachelor’s degree in the relevant fields, combined with additional qualifying experience, may be considered in lieu of a Master’s degree.
  • At least 7 years of relevant work experience with a Master’s degree; or
  • At least 9 years of relevant work experience with a Bachelor’s degree.
  • Relevant experience in digital financial services .
  • Extensive experience in policy advisory roles within the digital finance sector.
  • Proven experience engaging with regulatory authorities and financial stakeholders.
  • Digital financial inclusion frameworks
  • Working in developing countries, particularly the East and Southern Africa region
  • Open Finance and consumer protection policies
  • Leading strategic initiatives and mentoring junior staff
  • UNCDF/UNDP rules and procedures
  • English: Fluency in English is required.
