The Rural Electrification Fund (REF) is a statutory body established under the Rural Electrification Fund Act [Chapter 13:20] of 2004, operating under Zimbabwe’s Ministry of Energy and Power Development. Headquartered in Harare, the organisation carries the mandate of facilitating and funding the electrification of rural communities across Zimbabwe, extending the national grid to growth points, schools, clinics, business centres and homesteads. Beyond grid extension, REF also promotes off-grid and renewable energy solutions, including solar electrification, to reach remote areas where conventional connections are not viable. Its work is rooted in the post-independence government’s drive to prioritise rural development and improve livelihoods in the countryside, a mission captured in its slogan ‘Magetsi Kumusha – Amagetsi Ekhaya’. Through these efforts, REF plays a central role in narrowing the energy access gap between urban and rural Zimbabwe.
