JOB PURPOSE The Buyer will be responsible for the timely and cost-effective procurement of goods, services and works, ensuring compliance with the Public Procurement and Disposal of Public Assets Act [Chapter 22:23], applicable regulations, PRAZ directives and the organisation’s procurement policies and procedures.

Key Responsibilities
- Manage procurement of goods, services and works in accordance with approved procurement plans and procedures.
- Prepare and administer RFQs, tenders and other competitive procurement processes.
- Conduct market research, obtain quotations and undertake price and supplier comparisons.
- Ensure procurement processes are transparent, fair, competitive and provide value for money.
- Prepare procurement documentation, quotation analysis and procurement recommendations.
- Monitor purchase orders, deliveries, supplier performance and contract compliance.
- Maintain complete and accurate procurement records to support audit and regulatory requirements.
- Provide guidance to user departments on appropriate procurement methods and compliance requirements.
- Support procurement reporting and implementation of audit recommendations.
- Experience in competitive bidding, RFQs, supplier management, contract administration and procurement documentation.
Requirements
- Bachelor’s Degree in Procurement, Supply Chain Management, Purchasing, or a related field.
- A professional procurement qualification such as CIPS will be an added advantage.
- At least 3 years’ relevant experience in procurement/buying, preferably within a public sector, parastatal or regulated environment.
- Sound practical knowledge of the PPDPA Act [Chapter 22:23], applicable regulations, PRAZ requirements and public procurement procedures.
