SANITATION ECONOMIST CONSULTANT – ECONOMICS OF SANITATION STUDY AND NATIONAL SANITATION INVESTMENT CASE FOR ZIMBABWE – UNICEF 7 views

UNICEF is seeking an experienced Sanitation Economist Consultant to lead an economics of sanitation study and develop a national sanitation investment case for Zimbabwe. The consultancy will provide evidence to support stronger sanitation policies, financing decisions and progress towards national sanitation targets and Sustainable Development Goal (SDG) 6.2 . About the Consultancy The consultant will undertake an economic assessment of sanitation in Zimbabwe, examining the economic, fiscal, health, nutrition, education, environmental and social costs associated with inadequate and unsafe sanitation. The assignment will also assess the costs and benefits of appropriate sanitation services and financing options and estimate the investment required for Zimbabwe to achieve its national sanitation, open-defecation-free and SDG 6.2 commitments. The analysis will cover rural, peri-urban and urban settings , with particular attention to: Children under five School-age children Women and girls Persons with disabilities Low-income households Districts and settlements experiencing high levels of sanitation deprivation Populations affected by recurrent public-health emergencies

Key Responsibilities

  • Conduct an economics of sanitation study for Zimbabwe.

Requirements

  • A Master’s degree or advanced university degree in Economics , Health Economics, Development Economics, Public Finance, Environmental Economics or a closely related discipline.
  • At least 10 years of experience conducting economic research in developing countries .
  • Demonstrated experience applying economic valuation methodologies to WASH, health, nutrition, environmental or infrastructure sectors.
  • Experience developing national investment cases, conducting cost-benefit analyses or undertaking public expenditure reviews for governments or development partners.
  • Experience researching rural and/or urban sanitation in developing-country contexts.
  • Demonstrated expertise in economics of sanitation, WASH costing, cost-benefit analysis, public expenditure analysis or infrastructure investment appraisal.
  • Experience with sanitation-health-nutrition analysis.
  • Experience working across rural, urban and peri-urban sanitation contexts.
  • Strong quantitative and analytical skills, including scenario modelling and sensitivity analysis.
  • Experience in Zimbabwe or Southern Africa is highly desirable.
  • Demonstrated ability to convert technical economic analysis into clear policy and financing recommendations.
  • Experience facilitating government validation processes and transferring economic models to national institutions.
  • Familiarity with the World Bank ESI methodology and current SDG/JMP sanitation classifications is desirable.
  • English: Fluent. Knowledge of relevant Zimbabwean languages is an advantage for primary consultations.
  • Shona: Knowledge is an additional advantage.
