Key Responsibilities
- Financial Planning, Budgeting & Expenditure Oversight – 25% Support the development, consolidation and review of programme, operational and partner budgets. Monitor expenditure against approved budgets, forecasts and strategic priorities. Provide financial analysis to support resource allocation, cost control, budget revisions and strategic planning.
- Financial Controls, Compliance & Risk Management – 20% Maintain and strengthen internal control systems. Ensure compliance with donor regulations, Oxfam policies, financial procedures and safeguarding requirements. Monitor adherence to financial management standards across programmes and partners.
- Grants Financial Management & Restricted Funding – 15% Work with the Grant Accountant to track restricted funding budgets and expenditure. Support financial monitoring and compliance for grants and donor-funded projects. Align financial reporting with programme reporting and budget performance.
- Operational Oversight & Systems Strengthening – 15% Strengthen coordination between finance, procurement, logistics, programme teams and compliance systems. Ensure operational procedures and controls are consistently applied. Support continuous improvement of operational systems and workflows.
- Financial Reporting & Decision Support – 10% Prepare financial reports, dashboards, budget monitoring tools and performance analyses. Analyse financial trends, resource utilisation, cost efficiency and compliance performance. Provide financial insights to programme, operational and leadership teams.
- Partner Financial Management – 10% Review partner budgets, expenditure reports and financial systems. Strengthen partner capacity in financial management, compliance, budgeting and reporting. Support partners to meet donor and organisational financial requirements.
- Audit Support & Compliance – 5% Facilitate internal and external audit processes. Support preparation of audit documentation and compliance evidence. Coordinate implementation of audit recommendations.
Requirements
- Master’s degree in Finance, Accounting, Business Administration or related field. Alternatively, a Bachelor’s degree combined with a full professional accounting qualification such as ACCA, CIMA, CPA or equivalent.
- 4-6 years of relevant experience in finance, budgeting, operations and financial reporting within development or humanitarian contexts.
- Proven capability in financial systems management, operational oversight, compliance and risk management.
- Strong communication, analytical and decision-making skills.
- Ability to build strong relationships with internal and external stakeholders.
- Excellent written and verbal English communication skills.
- Ability to work effectively as part of a team.
