Job Overview/Summary:
In anticipation of funding, International Rescue Committee, is recruiting for the position of Women Protection and Empowerment officer. Under the general supervision of the WPE Coordinator, the WPE Officer takes the lead on managing the provision of psychosocial support through Women and Girls Safe Space to women and girls who are survivors or at risk of gender based violence (GBV). The WPE officer oversees, coordinates and monitors all women’s center activities and services, including case management and psychosocial services, and ensures women and girls who are survivors of GBV receive quality services that are needed and desired. WPE officer is also responsible for training and supervising social workers, coordinating with humanitarian partners in the field and other IRC programs, and for ensuring proper utilization of the referral pathway. The WPE officer will ensure that all direct service staff employ a survivor-centered approach to ensure that the clients’ wishes are respected and their safety and confidentiality are preserved at all times through the case management process.
Major RESPONSIBILITIES:
The WPE Officer shall:
1. Function as hands-on supervisor for daily case management and psychosocial activities.
2. Participate in the development of the case management and Psychosocial Support (PSS) tools and resources, GBV information materials, and PSS activities women and girls in target communities, and support their implementation.
3. Monitor field work and support (WGCC) staff include social workers to identify and implement timely, survivor-centred and age-appropriate case management services and psychosocial support to all clients reached by the WPE team and in the WGCC ensuring strict adherence to the GBV guiding principles.
4. Initiate, oversee and ensure proper use of the referral pathway in the provision of case management services.
- Lead weekly case review meetings with case workers in WGCCs and case conferencing meetings on as needed basis to troubleshoot more complex cases and ensure best support for the client.
6. Advocate on behalf of clients with GBV service providers and other organizations to ensure effective referrals and increased access to services for clients in accordance with their wishes.
7. Ensure the setting up and maintaining client files and ensure all required documentation in individual case files is completed in a timely manner and according to confidentiality guidelines, GBV guiding principles and IRC standards.
8. Perform document review for completeness, accuracy, and clarity of documentation submitted by social workers.
9. Maintain accurate records of all field and program activities are undertaken.
10. Oversee data collection through GBV Information Management System (GBVIMS) and activity M&E tools and systems, ensuring strict adherence to confidentiality and GBV best practice principles.
11. Analyze the information about GBV incidents and clients accessing the services, and make recommendations to improve service delivery.
12. Complete monthly weekly and activity report and develop and maintain work plans to achieve activities.
13. Support capacity building and coordination activities in IDPs community/host community, including by delivering training sessions to GBV actors on case management principles, PSS, GBV core concepts and guiding principles, etc.
14. Maintain collaborative relationships with all NGOs, UN and government agencies and the GBV Working Group to facilitate effective referral pathways and joint activities.
15. Participate and represent WPE program in relevant committees, clusters, task forces, and work groups as needed.
16. Promote awareness of WPE programs and services offered by IRC.

17. Perform and promote interdepartmental integration and collaboration with IRC’s other programs (Health, ERD, WASH) to enhance program activities and service delivery.
18. Collaborate with and keep the Program Manager appraised of operational issues, staffing, resources, and program needs, and highlight any key information necessary to ensure services remain relevant to women and girls.
19. Support staff recruitment, orientation and training in conjunction with the Human Resources Department.
20. Provide ongoing supervision, support, mentoring and guidance to social workers to ensure service delivery meets the highest quality standards and adheres to GBV best practice and guiding principles.
21. Carry out performance management evaluation (PME) and ensure PME documentation for direct reports is in place and followed up regularly.
22. Recommend, develop and implement capacity building/development plan for program staff based on documented capacity needs assessment.
23. Ensure direct reports understand and follow IRC and donor Policies and Procedures.
KEY WORKING RELATIONSHIPS:
the WPE Officer will report directly to the WPE Coordinator and will directly supervise 3 social workers. 10 community awareness volunteers
Qualifications
JOB REQUIREMENTS:
- University degree in social sciences (i.e. social work, counselling, sociology, psychology, gender studies, human rights, etc.).
· At least 2 years of experience in working in the social sector, particularly with IDPs or Refugees.
· Experience supervising psychosocial programs, providing psychosocial support or case management, and/or working on gender-based violence (GBV) and women’s empowerment.
· Experience supervising and supporting employees.
· Strong belief in and commitment to human rights and gender equality.
· Strong understanding of case management principles, procedures, and practices, psychosocial support and life skills programming to promote survivor healing and recovery.
· Knowledgeable about GBV, crisis intervention, counseling skills and techniques.
· Excellent communication and analytical skills and ability to present ideas effectively, in both oral and written form.
· Ability to communicate sensitively and without judgment; good diplomatic and persuasion skills.
· Ability to use good judgment when making decisions and to take accountability for decisions made.
· Emotional maturity and stability to resolve conflicts in a non-violent way and maintain appropriate boundaries.
· Good interpersonal skills including the ability to gain trust and build relationships.
· Ability to handle multiple tasks; proven self-initiative and problem-solving abilities.
· High standard of spoken and written Kurdish and Arabic; good knowledge of English.
· Good computer skills including Microsoft Excel, Access, Word, Outlook, and PowerPoint.
· Be able to work in a stressful setting and adapt quickly to changing environments; and willingness to travel to program sites in neighbouring Governorates
