Purpose of position
To provide an effective link between the Consortium Partners and the Ministry of Primary and Secondary Education (MoPSE) for the successful implementation of the Early Childhood Development (ECD) Programs in the Consortium areas of implementation; To co-ordinate, monitor and provide technical support to Consortium Partners implementing Early Childhood Development (ECD) activities in liaison with MoPSE.
Major duties and responsibilities
Providing an effective link between Consortium Partners and MoPSE structures at Province, District, School, and community level on ECD related interventions; Represent the Consortium Partners at province and district level on all ECD related meetings and occasions; Ensure that implementation of the ECD initiatives is in line with organisational programme principles and education policies; Secure buy-in for the ECD interventions from critical stakeholders and communities, including government departments; Ensuring that high standard ECD initiatives are successfully organised and implemented through establishment of model ECD Centres; Develop, Coordinate, and administer work plan for the implementation of ECD education activities for the consortium partners; Liaise with Ministry of Primary and Secondary Education provincial and district office standards control personnel to ensure quality through effective supervision and monitoring of all ECD initiatives at school and community level; Ensure provision of standard ECD structures and safe playing environments for learners at all CT Program supported ECD Centres; Liaise with MoPSE to ensure that a teacher-pupil ratio of 1:20 is achieved in all ECD centres being supported by the CT program; Facilitate provincial, district and cluster level ECD staff development activities; Coordinate all partner and stakeholder capacity building initiatives related to ECD education; Supervise department staff; Ensuring that resources required for successful implementation of ECD interventions are in place and properly accounted for; Quantify and facilitate sourcing of resources required for the establishment of model ECD centres in districts/schools and communities under his/her jurisdiction; Supervise the distribution of resources to the ECD centres; Ensure the keeping of up to date records and inventories as good accountability practice; Reporting on ECD activities; Maintaining an accurate data-base of disaggregated ECD learner population data for all participating ECD Centres; Consolidate and Submit monthly/quarterly and annual reports on overall operations of participating ECD centres for the consortium.
Qualifications and experience
Education related Degree, with minimum of 5 years relevant ECD stimulation and development experience; A Post Graduate Qualification is an added advantage; Candidates should demonstrate a good understanding of the functioning of Ministry of Primary and Secondary Education structures at all levels; ; Candidates should have prior experience working in the public education system; Experience working with donors, NGOs and multiple government stakeholders will be an added advantage.
